Development of Civil Protection Infrastructure at the Oleshnya Lyceum – Construction of a New Shelter

In 2026, the “Tavi draugi” association continues to contribute to the reconstruction and development of social infrastructure facilities in Ukraine, promoting a sustainable and safe environment in educational institutions in the Chernihiv region.
To achieve this goal, on 7 August 2026, Grant Agreement No. UA/1/26/CFLA_AS/TDOĻ was signed between the “Tavi draugi” association and the Central Finance and Contracting Agency (CFLA) for the financing and implementation of the project “Development of Civil Protection Infrastructure at the Oleshnya Lyceum – Construction of a New Shelter.”
The aim of the project is to strengthen civil protection infrastructure and ensure a safe and uninterrupted educational process at the Oleshnya Lyceum in the Chernihiv region of Ukraine by constructing a new civil protection shelter for students and staff. Oleshnya is located in an area of increased security risk, approximately 12 km from the border with Belarus and 45 km from the border with the Russian Federation. Currently, the lyceum only has access to a dugout-type shelter, which does not provide adequate conditions for safety or prolonged occupancy.
As part of the project, a new protective structure with a total area of 369.07 m² will be constructed, designed to accommodate up to 150 people simultaneously. The shelter will include spaces for students to stay and continue the educational process, sanitary and technical rooms, as well as the necessary engineering systems and security systems. As a result of the project, the civil protection infrastructure of the Oleshnya Lyceum will be significantly improved, providing a safer environment for students and staff, as well as enabling the uninterrupted organization of the educational process during emergencies. The newly created infrastructure will allow the lyceum to continue its activities in safer conditions and provide long-term benefits both to the institution and local residents. The project will improve the safety of children and staff during the full-scale war and strengthen the municipality’s civil protection capacity. The project will create a long-term benefit for the local community by strengthening its safety and resilience in wartime conditions.
The project is being implemented in cooperation with the Chernihiv Regional Administration and other Ukrainian partners, providing a practical contribution to ensuring a safe environment for children and institutional staff in wartime conditions. The total amount of the Agreement is EUR 1,006,124.40.
The project is implemented using funds from the state budget of the Republic of Latvia, with the support of the Ministry of Foreign Affairs of the Republic of Latvia and the Central Finance and Contracting Agency.
