Construction of a shelter at the Osteras kindergarten to ensure the safe movement of children during air raid alerts and to create a multifunctional space

In 2026, the “Tavi draugi” association continues to contribute to the reconstruction and development of social infrastructure facilities in Ukraine, promoting a sustainable and safe environment in educational institutions in the Chernihiv region.
To achieve this goal, on 7 August 2026, Grant Agreement No. UA/1/26/CFLA_AS/TDOS was signed between the “Tavi draugi” association and the Central Finance and Contracting Agency (CFLA) for the financing and implementation of the project “Construction of a Shelter at a Kindergarten in Oster to Ensure Safe Movement of Children During Air Raid Alerts and to Create a Multifunctional Space.”
The aim of the project is to strengthen children’s safety and improve civil protection infrastructure in Ukraine by constructing a new underground civil protection shelter on the premises of the “Olenka” preschool educational institution in Oster, Chernihiv region. The project is being implemented in cooperation with the Chernihiv Regional Administration and other Ukrainian partners, providing a practical contribution to ensuring a safe environment for children and staff in wartime conditions.
The main activity of the project is the construction of a new underground shelter for more than 200 people on the premises of the “Olenka” preschool educational institution in Oster. During construction, all rooms and engineering systems necessary for safe occupancy will be built, while ensuring author supervision, construction supervision, and quality control. Once the construction works are completed, the facility will be equipped and the surrounding area improved, providing fully functional and safe infrastructure for the needs of the kindergarten. The newly created infrastructure will enable the kindergarten to continue operating in safer conditions and provide long-term benefits both to the institution and the local community. The project will improve the safety of children and staff during the full-scale war, while also strengthening the municipality’s civil protection capacity.
The total amount of the Agreement is EUR 1,232,441.78. The project is implemented using funds from the state budget of the Republic of Latvia, with the support of the Ministry of Foreign Affairs of the Republic of Latvia and the Central Finance and Contracting Agency.
